CRRSA Act - HEERF II

Higher Education Emergency Relief Fund (HEERF) Reporting — Emergency Financial Aid Grants to Students — Posted July 8, 2021

The Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSA Act) provided a second allotment of Higher Education Emergency Relief Funding (HEERF II) to institutions of higher education. The following information is shared in accordance with federal government reporting requirements.  

HEERF II - CRRSA Act

On April 13, 2020, Grinnell College signed and returned to the U.S. Department of Education the Certification, Agreement, and the assurance that Grinnell College intends to use no less than 50 percent of the total funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students. By drawing funds provided from the CRRSA Act, Grinnell College continues to follow the same Certification and Agreement form and provides the assurance that the institution has used, or intends to use, no less than the required amount of funds received to provide HEERF grants to students.

On Jan. 17, 2021, Grinnell College received authorization for $595,236 from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students under the CRRSA Act.

Funds Fully Spent

This is the first and final reporting as it covers all CRRSA - HEERF II funding. 100% of the student portion of CRRSA – HEERF II funding was spent in the period April 1 – June 30, 2021.

Grinnell College used the following method to determine students eligible to receive Emergency Financial Aid Grants under the HEERF Funding of the CRRSA Act.

Federal Requirements

  • Eligible Students: All U.S. citizens, U.S. permanent residents, refugees, and persons granted asylum
  • Prioritize Need: Yes, with a tiered award amount based on the FAFSA EFC. Eligible students without a current year aid application, and therefore no way to determine a level of need, will fall into the highest EFC/lowest award category.

Institutional Requirements

  • Current enrollment in the spring 2 term

Procedures

  • Passive Confirmation: Grinnell College will use passive confirmation as HEERF II provides for any component of the student’s cost of attendance (COA) and for emergency costs that arise due to coronavirus. Students will be instructed to notify the Financial Aid Office if they do not or cannot meet the conditions listed in the email or if they wish to decline funds.

Email to Automatic Payment Recipients

Grinnell College received funding from the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) to provide emergency grants to students. Under the guidelines of the CRRSAA, Higher Education Emergency Relief Fund II (HEERFII), remaining CARES Act funding (HEERF I) may be rolled into HEERF II funding. Grants are intended to be used to help cover expenses for any component of your cost of attendance or for emergency costs that arise due to coronavirus. 

The College determined you meet eligibility requirements to receive a HEERFII grant payment of $«float_in_12_CRSSA_HEERFII».00. Payment will be processed no later than May 15, 2021.

To receive funding quickly, you are encouraged to sign up for/review Direct Deposit payment information in the student self-service portal by April 19, 2021. Recipients not enrolled in direct deposit will receive payment via a paper check mailed to their permanent address on file with the College. Note: Using Direct Deposit for payroll is separate and does not link to bank information entered into the student self-service portal.

By accepting the HEERF II grant payment, you are certifying the following: 

  1. I have experienced at least $«float_in_12_CRSSA_HEERFII».00 in expenses for my cost of attendance and I will use the funds for these expenses. 
  2. I understand that funds awarded are not part of my Title IV Federal Student Aid package for this year and will not count as estimated financial assistance in calculating my aid eligibility for next year.
  3. I understand that distribution of funds to me will be reported to the U.S. Department of Education as required by the federal CRRSAA. 
  4. I understand funds will be disbursed directly to me and not applied toward any outstanding balance without my permission. Note: if you wish for funds to be applied/held on your student account, you must email your request to Student Accounts no later than April 19, 2021.
  5. I understand that receipt of these funds does not necessarily indicate I have satisfied my financial obligations to Grinnell College for any prior, current, or future debts incurred.

If you do not or cannot meet these conditions or wish to decline these funds, notify financial aid by April 19, 2021, and we will exclude you from this HEERF II grant payment process.
